Its a leash for a surfboard. Since he wasn't wearing a vest he did that so just incase he popped out of his bindings and was knocked out they could grab his board and have him still attached so he doesn't sink to the bottom.

That boat riding was absolutely fantastic. Trever is one of the few guys on the water today that actually looks different from most other riders who for all their skill, ride basically the same. Maur, Twelker, and Cook are the Nelsons, Wahlmans, and Reoutts of our time. Boat oriented free riders are the master race of wakeboarding.

The white strap is because he is not wearing a life jacket. Therefore, if he is ejected from the system binding and becomes separated from the board with no life jacket theoretically he won't sink to the bottom because he will be anchored to the board by the strap, akin to surfing. That being said, Trevor is sick rider and the boat section of that video was particularly legit. I have much respect for Trevor's talent, but wear a life jacket and stop wearing pants when you ride boat, its not cool, its not intriguing or different, its just foolish.
